A development agreement is an agreement between the property owner and Council that sets forth the permitted use on a property, and the conditions which that use is subject to. The agreement is a legal undertaking and is filed in the registry of deeds. A development agreement often cover such issues as size of building, parking facilities, hours of operation and landscaping.
